Yes, use 2 two way swithches, then you can install as many intermediate switches as necessary, obviously allowing for Volt drop etc
 
Correct me if im wrong but volt drop should not be a problem because the common will be in the nearest light switch and the strappers are only switching etc,or have i lost the plot,i hope not.

Indeed plot been lost,rethink,had my stupid head on,apologies everyone,on site guide maximum permissable run for volt drop on lighting circuit would apply then.i just gave myself a slap

The best way to avoid volt drop problems in a high rise stairwel and the facility to switch from all landings,whilst controlling one light ?

A pull cord with one monster long string l ;)
