How to change mains from house suitable for flats?

Hi im new to the page. Someone i know has bought a big house and is thinking of changing it to flats. He asked me what it takes to change the mains to supply the flats? I said i would find out for him. Please help.

12 months. Only do council rewires so dont know anything about the question i asked. If i have never been near it why would i know.

Could you give a customer a price for changing a distribution circuit from single to three phase without any information about the available capacity, cable length or route?
