You may not require a three phase supply, you need to do some calculations because the existing supply may be adequate. I have in the past converted a single dwelling to three and just had the head changed to a linked out three phase head to enable three separate single phase supplies.
 
Do you want these flats to have separate meters and be billed by an electricity supplier.
Or will you provide private meters and as landlord bill the tenants him/herself??
 
the DNO will give you price from a£1 to25,000pounds depending how far the mains
in road .
If its on a main road and a bus route it will be a fortune especially if you need road management and suspension of parking bays.

for example and not sparky related I needed a new water mains feed to a flat £3200, £2k to do the work £1200 to the council for road management and parking bay fees, this was in Fulham though.

My advice is to speak to UK Power Networks and get a quote.

Don't panic, yet. Get them out to quote first if they are needed.

The flat I had/have the mains came into the flat it was odd that there was no mains fuse and the cable was PYRO, it transpired that the head came into the downstairs flat and that was where my fuse was, the electrician had to run an armoured and to install a new mains fuse in to my flat. I was worried that I would have needed a new run by GPN and to be reamed.

It was bad enough splitting the water supply.
