The voltage incoming (please note NOT Uk) at mother in laws house in Thailand is 100 volts to earth (on the grey wire) and 130 volts to earth on the black wire.Would fitting an rcd be a problem?(voltage between the 2 lives? is 230volts I am hesitant to call one neutral.)
 
Thailand should be similar to the UK in terms of voltage i.e line 230V to earth, neutral 0V to earth.
You have a voltage of 100V to earth on the neutral which would indicate that the earth is not connected to the point you were measuring and so you are getting spurious readings as there is no reference for the voltage.
If the voltage line (black) to neutral (grey) is 230V then check the earthing of the installation and get that resolved before attempting RCD installation.
 
The earth bar in the consumer unit is connected to an earth rod and appears to be intact.I am wondering is it supplied by an off centre tapping on transformer.giving a floating neutral..The local sparky seems to think its fine.
 
A mate of mine is a builder in Thailand and from what he tells me nothing is a surprise when it comes to their electrical systems.
 
Installing an RCD shouldn't be a problem. It's looking at the difference in current between the two wires. Their voltage to earth won't stop it working properly.
