So Put a couple of LED panels in new fabricated unit finished install and tested Zs, as you do. Fine on L-N not fine on L-PE, KT65 DL says voltage on earth 79v to be precise(ish?) Ok so just double check with Fluke T130 get 44v. This is present no matter what the state of the lights are i.e. on/off. I am not worried about why the voltage is on there. I repeat I am not worried about why the voltage is there. I am puzzled as to why the discrepancy in voltage is there i.e. KT65DL 79v Fluke T130 44v. The fluke has a digital read out so it is not just the red lights measuring in 25v increments. I have spoken with Kewtech and they say there v. test has never been wrong. And of course it is critical the difference as 50v a.c. being the threshold for hazardous voltage. Then just for fun and to see if it was a phantom/induced voltage I popped the Drummond MTL20 tester across PE to N and it says zippo voltage.
