I was recently asked to check some faults at an older persons community housing complex.
Passive RCD sockets had locked out and were in fact damaged and a high number of fluorescent light starters were also damaged.
When I was called out I passed a gang of workers from the local electricity suppliers who were working to rectify ta problem with the supply.
They informed me that the local supply was on a back feed and there maybe a low voltage at the extremities of the supply.
When I checked the supply at the premises it was around the 219 volts mark.

Am I right in thinking that the pro longed low voltage supply may be responsible for the faulty starters and RCDs?
