Excuse the ignorance (and laziness), but what's the lowest watt (equivalent) you can actually pick up?

Want to put a perimeter of downlights in to use instead of lamps so obviously want reasonably dim lights without actually fitting a dimmer.
 
i would use 5watt GU10 LEDs and fit the dimmer. then your client has the choice of how bright he wants them.
 
You may still be able to find the cluster LED lamps that had wattages of about 1-3W and were very dim and a lot of them were about 15 degree angles so watch for that. On a quick look RS still have some but at silly prices, the last time I looked they were about £5, ah toolstation do the 13° ones at 1.3W and £3.98, might be worth a try but they really are just accent lighting. Try them first.
