I heard that the Elecricity Board needs to be notified when removing the main fuse to change a CU, is this true or just when you have to cut the seals? as i knew it was their property but i've never known anyone to do this before ?

Just cut it mate, I always have and upto now had no problems, I've even been about when they have come out to connect new tails into the meter and they re-seal the fuse.
 
Just get them to fit a double pole isolator.These should be fitted on all properties and causes less hassle in the future.The companies all charge enough for electricity as it is,problem sorted:D

Personally, I just cut them and get the customer to ring up after. The one time I did ring them to arrange it, I was just told to cut it myself and ring up when it was done.
Recently they've all asked to see the test sheet before they'll re-tag, so just make sure that's ready for them.
