Where is the rest of the bell? Why is there a phone cable in it??
There is no rest of the bell, it's all there including a 240 to 6v transformer.
The phone cable goes to the bell push.

To the O.P.

I assume its been taken of by the painter?

If the mains isn't connected under the top cover you need to get someone in.
If the mains is connected then one yellow on each screw on the top of the block they are hanging over numbered 2 and 3.
Then the Blue from the bottom cable onto the top left screw , no.2, where you've just put a yellow and the white to the bottom right screw with nothing on it looks like number 0.

#8, its a new build house. Get onto the developers and tell them to finish it.
Next there will be a question about 2 brown hanging out a square hole next to a door
