So, to answer the questions posed above:
No cables were moved / re-routed (unless you class the hole in the unit as a re-route but was to original position. I'm the client and I would have been happy having just newly qualified just refitting back into cupboards. It was the kitchen fitter who was insistent about certification. Which I understand but there were no modifications or alterations. Can't wait to get registered with accredited body.

Some of the Joiners, kitchen fitters, plumbers etc I work with are the same.
They want someone they trust to do the work and issue paperwork as it is part of the overall job and ultimately any problems could adversely affect their reputation in the future.
£60 in the scheme of things is nothing.

Of course in BS7671, notes on Minnow Worrying Credential (MWC), suggest the person ordering the work should receive the MWC and pass a copy onto the owner of the installation. Perhaps the kitchen fitter been spending lonely nights, reading BS7671, to try and solve his insomnia.

If this was just alterations and no new circuits, there is nothing stopping you (newly qualified) doing the work yourself and producing the MEWC (Minor Electrical Works certificate). The work you have described is not notifiable and therefore you don't need to be a member of a scam (registered scheme as you called it).
