Do I need to be a member of a competent persons scheme to do minor works, I have to put up an outside light with the feed coming off an existing circuit??

in a word, no. as long as the light is fitted to the building with no exposed connections outside, it's not notifiable. if you are coming off a socket circuit ( ring or radial) remember to fuse down via FCU. use a double pole one so that if the outside light should get water in, client can isolate both L and N just by switching it off.
