Hi, I just bought a new ballest ( Tridonic Atco 2 x 39 Watt HO T5 Electronic Ballast - Part No. PC 2/39 T5 PRO ) for my fishtank light fluval Osaka edge 260, the old ballest seemed to be dead.

I have wired the lamp holders correctly I think? But when I plug it in, the light just flickers on and then just goes off!

Does this wiring look right to you?

Looks like the ballast is shutting down/going into protection mode.
Check all connections as per diagram on front of the ballast.
Also check incoming supply volts, and of course try with fresh lamps.
 
Very possibly a lamp problem. Had you tried new lamps before changing the ballast?
 
From the video it would appear that the heater at one end of each tube is not heating. Check the continuity of your wiring from each ballast terminal to it's corresponding lamp terminal. Clean the lamp pins and their mating sockets with switch cleaner to remove any tarnish. Retest. If this has not solved the problem replace the lamps.
 
Your wireing/ connections look fine. The end looks black, are they new lamps?

Hi each side of the lampholder wires in one of the 4 hole terminal block. blue goes with blue, brown goes with brown. The same is done to the other lampholder. The bulb is a 39w T5 and it works fine on another lighting system that uses the same bulb etc. . . I tested it again today
I don't know what the problem could be? I think I've wired it all correcly as you can see from the pics I've put on here.
What do you think it could be?

Does the wiring look correct in the 2nd picture to you??

A few people have said the wiring seems to be correct, but I like to reinsure myself

There is 8 output terminals and each 4 terminals are connected to a block as you can see from the pics
 
I cleaned the lamps out, both lamps. They seemed fine anyway. I tryed using 2 bulbs and the lights came on.
I am puzzled though because the orignal ballest let me use one bulb but on this new ballest I have to plug 2 bulbs in, why is that??
Also if I try to use one bulb the heater on the lamp trys to light up and goes yellow and turns off. Is this normal??
One of my new power glo bulbs has a mark on it, what is it:
