I would say that this is a description of an emergency switching system as described by BS 4163 which relates to teaching and training areas, and is described in the title as a Code of Practice.
I would therefore suggest that the system should comply with this standard as it would be the minimum level of functionality expected.
If you really are going down the emergency stop route then you must comply with BS EN ISO 13850, and BS EN ISO 13849-1 & -2 for the design and validation if they are to be recognised as emergency stops as ISO 13850 is the international standard for e-stops.
This will require an ISO 13849 Plr of PLc as a minimum.
