Acts are statute law (primary legislation), Regulations are statutory instruments (subordinate legislation) made to clarify or expand on Acts, both are statutory documents.
 
No there not, EaWR, comes under the HaSaW act. It can be chamgwd at any time like BS7671 unlike the HaSaW act which needs a act of parliament to alter it.
Don’t really want to make a big thing about this.
The question asks which of the following Statutory Regulations blah, blah, blah, then lists four sets of Regulations.
So the question itself believes the EAWR is statutory.
 
Definitely being over thought. The beginning of EAWR states complying with BS7671 is likely to mean you comply with it apart from some exceptions which is why the question states most likely.
