The other day, i was installing a new circuit from an old 3ph DB, and i was working for an agency, subbing me out to a company who install specialist equipment (wont mention what because dont want repercussions).
We were running SWA out of the board on tray to the items of equipment.
when i saw the old board, there were no blanks fiitted, even though they were needed. The supply is TNS, but the main earth from that was only 10mm. No lid on the trunking containing the cores of the paper insulated cores from the supply. This is in a wooden cupboard, in a car park, accessible to the public.

When i mentioned that we sort it out, the company sparks i was working with, said not to worry, cos we will test our circuits ect, and the rest of the installation is not our prob.

Ive now finished there, but what would be the correct course of action, if i ever come up against that again?

would i report it to the client, and then refuse to issue a cert? Would i issue acert for our new circuit, but note the limitations of the inspection?

I dont work in commercial/industrial but from what I understand you are only liable for the work that you do. If I came across anything on an installation I was working on that I thought was unsafe then I would tell the customer and recommend sorting it out in writing, and I would also put a note on the cert in the comments box highlighting the problem. That way youve covered yr arse:)

Also the main bonding should always be bought up to current regs before any work is carried out.

You are responsible for anything on the existing installation which will affect the safety of the addition or alteration you are carrying out,this may include inadequate main bonding,main earth,missing trunking lid if you are using that trunking etc.
This is why you must be careful on a cert to specify exactly the extent of the work carried out. Most people would note any defects found ,which need to be rectified but do not affect the safety of the work carried out.
