If they are from the council or police then no, as its in effect a legal fine..
If however from one of the cowboy firms like parking eye, premier park etc then you could argue yes, as they say by parking there you enter into a contract as per the signs t and c's. if you do not display the ticket required you have broke the contract, if you then pay the amount demanded it can be seen as a contractual obligation you have not disputed. same as any other contract you enter into and must pay for.
 
I would say,parking,yes. Parking in the wrong place...no.

I would say,no,as the fine in this case,is punitive,and not restorative.

Offsetting against your personal allowance,would in effect,be a government approved rebate,on that fixed,punitive measure.

I put it to the jury,that the defendant seeks,for the tax system that you all contribute to,to also mitigate against his errors,when parking where it is clearly forbidden......take him down! ;)
