You should pay it, you agreed to install, it's your responsibility to carry out the install to Bs7671. If you'd checked the system before starting you would have found the issues and a solution could be agreed before work commenced.
 
I’m not sure that rcd protection is ‘an extra’ I’m afraid, it’s part of compliance with installing socket outlets unless there’s reasonable cause why this was omitted on the installers /designers part?
A documented risk assessment maybe but cables you have installed in walls may require additional protection either way.
Given your zs predicament on the circuit I would say that an rcd for fault protection at least is a necessity.

Once again,I work for a company,we are doing work for another company,who supplies us with spec & drawings.
We work to that drawing,I test,it’s not my fault the existing circuits do not comply.
 
Apparently he’s passed all the relevant info on to,builders/architect,no real decisions yet.
Even though this ring is still being used by staff
 
Compromising,fitting a type 1 mcb,which makes the loop impedance just reasonable for that circuit.
Retested existing circuits & loops were very inconsistent,between 0.80 and 1.22 ohms.
Have recorded all & now passed info onto those concerned.
 
Cut an inch or so off conductors at each socket will bring it down a bit:D
