I would say the installation needs a good coat of looking at, by that I mean you would be advised to get an (EICR) Electrical Installation Condition Report done, by doing this any problems that exist, (if done correctly) should be highlighted, the average cost of an EICR is hard to say without seeing the size of your house / dwelling about £250-£300 but I am not working now so it could be either way, best advice I can give you is to get a couple of quotes from some Electricians.

I'm thinking the wiring looks quite old and probably doesn't serve your needs for lights, power and safety features. So if you're planning to update the property, then wiring should be on your list :)
 
A consumer unit replacement may be entirely possible without rewiring. As Pete has said, get an inspection and test done to give an overview of the state of the circuits and any other potential defects. It's impossible to say from photographs I'm afraid.
 
To be honest cant really see much with that cover on. Good view of bell wire.? Suggest an EICR on the installation before you dive in on rewiring.
