not that i'm aware of in BS7671, however, the local education authority might have their own H&S policy relating to this.
 
I have seen rubber flooring in switchrooms many times before, but generally only those that contain HV.
In a school I would maybe expect to see it in the room that housed the incomer and MCCU arrangements, but not usually in any sub-DB room.

Academic anyway as it does not feature in BS7671 and should have no place in an EICR.

Insulating rubber floor mats, eg in accordance with BS EN 61111 can be used to prevent earth contact with the floor.
However, they will not provide any protection if a person touches the large metal areas of the control panel simultaneously with exposed live conductors which are likely to be at earth potential and readily accessible.
