What Tel said. And there is sometimes a red over ride button on the side wich will bypass the clock. Wich might assist you in fault finding.
The emergency lighting should be on a pernament supply and not off the switched side of the timer.
 
The solar clocks are a cool design, unfortunately the newer ones have a battery backup, the battery often leaks all over the PCB after a few years, destroying the circuitry.
