One for each DB. I find it makes it easier to refer back to when i am on site.

The requirement is for 1 schedule of inspections per electrical installation certificate or periodic inspection report.
Of course you can do 1 per distribution board if you wish but why?
Also the 2 software packages that I've worked with only allow 1 schedule of inspections per report/certificate.

One schedule of inspections is all that's required.

The schedule of inspections covers the whole installation....Separate DB's are just part of that installation.
