On page 46 of the BBB we have various diagrams of the options of supply
the SSE are due out sometime within this millenium to provide 3 phase supply , at present there is what I can only assume is a split concentric supply cable connected to 2 cutouts the 3rd I thought was just unused and the building had 2 phases with a 3d phase available on request something that is not uncommon on fraggle rock but on initial testing ZE PFC PSC etc I get nowt between phases and 230 to E or N on both , so is that a single phase two wire as I would expect line voltage on any of the phase angle variations 180 90 or 120, confirmation or opinions ta in advance
 
My understanding is if there's no potential difference between L1 and L2 incomers and 230V L-N and L-E, it can't be anything other than two splits off the same phase. If there's a three phase supply ordered, it may be worth mentioning the current arrangement to the DNO, although they will (should) pick up on this fairly quickly once onsite, it may save a few hours work, if they otherwise don't find out until testing.
 
Spot on, dno confirmed exactly that on the phone to me yesterday, there is a pole mounted transformer a short distance away which I never saw that has 3 phase capability
