on a new build you have to meet all relevant regulations, 2 core to the fitrst one and 3 core in between them, you don't have to fit them on rewires but I don't see why not IMO as it doesn't cost much extra

off a local lighting circuit there should be a means of local isolation of the smokeys without having to turn off the breaker, a fcu usually
 
I run 3 core from the board (Making it easier to join onto should you need to add more alarms or new tec comes along) and onto the alarms. I'd use that red sheathed 3 core if I could because it looks pretty ;)

On it's own circuit and try and run it so RCD protection not required
