Depends on your cable installation method ... best to stick to 2.5mm with a 16A breaker if you have to wire it as a radial. Circuits only ever get extended & their loadings increased ... usually by kitchen fitters, plumbers, carpenters, bodgers etc so atleast your starting from a decent point.
 
1.5mm cable, 10A MCB ( or a very thin nail ). label socket " DVR only "
 
Without looking in the BGB/BRB i would say yes, normally a 1.5 twin can carry 19amps

Putting it on a 16a breaker will stop any equipment being plugged in that will overload it and DAMAGE the cable

however as good practice i always use 2.5 twin for most socket outlet work, the odd occasion requires 4mm
 
all depends on what bits are on the van. a 5m length of red/black from a strip-out comes in handy
