Cant recall who or when it was posted but someone was enquiring about testing when issuing a MNWs cert some were of the opinion that it was just the new bit, some the whole circuit that was being altered, there is an article in February's PE that may throw some light on the subject ELECSA is the source, page 39 worth a read maybe?
 
If you want an example of what I did the other day it was at a refurbished/new offices where we had to put some extra sockets in for a data company for sonic? speakers. The electrical installation was done by another electrical contractor we just did the extra sockets after and got hold of the electrical certificate. Anyway, some of the sockets were put on the RFC and some were spurred off. Did an end to end to prove ring and then did R1 + R2 for cert and took that at new socket together with loop and RCD tests.

Agree but then you had the original cert didn't you?
