two lighting circuit, one upstairs one down stairs, both on serparate rcds when i test down stairs at the last light for zs not a problem, when i upstairs at the last light, just beeps but doesnt give me a zs, why is that?

Have you checked polarity? If the live is mixed with the neutral then instrument won't take a reading
 
Animal has said the first thing that comes to my mind have you measured R1R2 if you have a high continuity reading R1R2 the you could well have a loose connection some where on the circuit this could be even an open circuit , this is why the test proceedures should be followed dead test R1R2 , insulation resistance , then Zs , so redo the R1R2 and insulation tests and the rechech it could also be a fault on the lives , when you carry out a Zs test it reproduces a fault on the system and measure the resistance of the fault Ie earth fault loop impedance Zs if this is too high then the meter could bleep hope me waffling on abit helps
