I think Barking and co now realise the industry can still make this work at 21p. Therefore he has decided to reduce the Tariff further to ensure he kills the industry off.
He has already stated his targets for Solar energy production, which wouldn't have been achieved even with the take up at 43p.
It is clear he is intending to kill off SSEG PV so that he can then cosy up to the big 6 in building solar farms.
