Have installed 11 led downlighters to be controlled by a trailing edge dimmer switch , Inbetween the downlighters are some 0.5 watt led lights which are separately switched , when the smaller led lights are switched off the led downlighters turn dim for around a second then go back to full brightness , is the dimmer switch picking up some sort of interference ?

It's possible the dimmer and the LED driver are interfering with each other. What type of dimmer is it ie is it 4-wire tactile with a bell pres, rotary, touch control, remote control etc?

If the neutrals are all in the switch you could try installing a double pole switch for the small LED's. Not guaranteeing it will sort it out but it might rule out a few things.
 
It's just a start rotary dimmer switch in white plastic , all neutrals are up at the lights , would it be worth shopping the dimmer for a different brand ?
 
What's the minimum required load for the rotary dimmer? Do your LED downlights add up to more than this figure? Dimmers become unstable if there's insufficient load.
