we have a two gang light switch where only one of the switches turns on a light. I want to put a new switch on and was expecting to find only one switch wired up, but it looks like they’re connected together somehow. Any ideas how to resolve this?

Hi Ac and Welcome to the Forum!
I'm sure you know those cables are live, so please be careful. In theory the 'non functioning' one can be repurposed, but you need to find it and connect it and test it etc. Simple quick job for an Electrician, just saying :)
 
Is there any neutrals at the switch ? It might be that, at the common (top rhs) theres: feed in, feed to next switch, and a link to next gang on that switch. The link is not going to the next gangs common (its going to L1 instead) but this wouldnt make any difference to the switch operation if its a one way, even if its not connected to anything its still a potentially live switch line.
