Had a read, I would argue that installing a small CU would be providing the same level of protection a fused spur would.

Just because it's not the norm, does not make it wrong or unsafe. All cables would be sufficiently protected.

Would I do it in my own house? No, I'd run a new supply from the CU.

Indeed, and using 2.5mm cable for them.

If the circuit in the garage is protected by a 13A fused spur in the house then 1.5mm² cables will suffice for all. In fact, I would hazard a guess that you may find that 1.0mm² depending on the installation method may also do the job.
