to join the JPEL/64 committee you have to have lots of experience in the trade which you then need to forget about when deciding future regulations it requires you to have no common sense and like pettiness and bureaucracy. If you have any amount of intelligence or initiative then your application will be declined. Its more secretive than the freemasons!

Sounds like a H+S officers' cult.
 
It was the next available number when the Standard was proposed.
Indeed, nothing more than that. The standards either side of it are completely unrelated.

they actually got the number wrong. should have been BS7691. as they thought about it in '76 and decided to implement it in '91.

plus of course you need to "lend an ear" to vested interested manufacturers so they can influence your decisions for their profit.
