I'm guessing that's the bonding wire glowing?? Is it actually a gas pipe bond? Looks more like a vertical immersion heater but I'm not sure.

I've seen an explosion caused by bonding wiring taking what was probably a 3KA fault current where the bonding clamp had arced on the surface of a liquid pipe and it blown a small hole on an isopropane refrigeration unit. I'm glad I wasn't anywhere near when it happened.
