You can do them even if you never ever in your life join the Nic

The Niceic are nothing whatsoever to do with regulation of electrical works
They are a private company who keep a register of contractors they assess as competent

To use thier certificates,which are based on the IEE models,you would have to join them,same as any other organisations operating in the industry

If your not a member of any ,download and use the original IEE paperwork

liability for works and indemnity for professional advice given to others. remember the key word is competent as long as you are and you could prove it in court if needs be go for it. not being dramatic mate just making sure you are covered.
 
it would help to prove competence. still would need to prove you can make the call. if you have experience as a spark and your 91 mate i really would not worry about it. don`t forget it is a condition report after all and as long as you list the deviations you have nothing to worry about.
