Technically ladders may only be used for access. Ladders are not a working platform.. they don’t normally have guard rails and toe boards. An individual might legally get away with working from a ladder.if it was properly tied and fixed. See terra system. But if an employer asked an employe to do so for mor than 15 or possibly 30 minuets then it would be Deemed a clear breach of H&S regs work place regs etc. If the job can be done another way then it must be done another way

Doesn't take 15 minutes to fall from a ladder Mark, I would suggest your reply is wrong unless you can provide written evidence to the contrary.
 
The HSE actually state that you can work off ladders. They state the following :-

The law says that ladders can be used for work at height when a risk assessment has shown that using equipment offering a higher level of fall protection is not justified because of the low risk and short duration of use; or there are existing workplace features which cannot be altered.

If you take a look at the pdf on their site at http://www.hse.gov.uk/pubns/indg455.pdf it will give you all the info. Obviously common sense has to be applied!!
