Poor design. SWA doesn't need protection by a RCD, since there's very little likelihood of making contact with the live conductor, without shorting it to earth, in which case the OCD will take care of things.
Ideally this should be a fuse rather than a MCB, to provide discrimination between it...
Fixed wiring is required to incorporate an earth conductor, whether or not the fitting connected to it requires an earth or not.
If the existing wiring doesn't contain an earth wire, what kind of cable is it? Are the existing fittings 12 volt?
I've been asked to 'look at' a few of these DIY type compressors over the years, and the usual scenario is that one of the capacitors has failed. Replace it, and it'll run for a week, until the replacement capacitor fails as well, which is probably because the winding has developed a few shorted...
Also, your results don't make sense. If you have 5.6 ohms between black and each brown, then the maximum you are going to see between the two browns is 2 x 5.6 ohms =11.2 ohms, not O/C.

This kind of supply is known as TNC-S Earth (Terra) and neutral (N) combined (C) up to the consumer's supply, and then separate
(S).
You are correct that there is potential danger if the supply neutral fails, and there are regs applicable to TNC-S systems to alleviate that danger.
