SWA doesn't need protection by a RCD, since there's very little likelihood of making contact with the live conductor, without shorting it to earth, in which case the OCD will take care of things.     Fixed wiring is required to incorporate an earth conductor, whether or not the fitting connected to it requires an earth or not. If the existing wiring doesn't contain an earth wire, what kind of cable is it? Are the existing fittings 12 volt?

    Economy 7 supply at one time? That's the only time I've seen single pole isolation. One pole of the isolator for the 24 hour supply and the other for the 7 hour.
