Not sure about the UK but my local regs would require a CPC connecting the the body of the downlighter if it was converted from SELV to 230v.
That entire video is atrocious.
Surely any class2 or double insulated rating the fitting may have had would no longer be valid after it's been retrofitted from ELV to LV.....???Depends on type of light. Class 2 or double insulated don't need it.
