I just watched the video along side that. Nice that they show the crap taped up connections in the ceiling, never mind all the other dangerous practice. I'm not sure how legally they can show a video like that.

Not sure about the UK but my local regs would require a CPC connecting the the body of the downlighter if it was converted from SELV to 230v.

Depends on type of light. Class 2 or double insulated don't need it.

Surely any class2 or double insulated rating the fitting may have had would no longer be valid after it's been retrofitted from ELV to LV.....???

When I converted all mine I earthed the cans, possibly unnecessary, but it only took a few minutes each.
