Unfortunately, the plasterboard has been skimmed with plaster, so I reckon cutting a hole will make a mess of that. Should the holes have cut before?Hopefully he measured from the side wall and the floor before it got covered... so all he has to do is measure them out again and poke a hole through the board.
A question could be asked about his cable route in prescribed zones... What are other members thoughts on this?

Its an everyday occurrence for domestic sparks where we have to cut out a hole. A sharp jab saw will soon cut through.
Its easier for the plasterer to skim where there's a flat surface... precut holes make it difficult for them.
