Hi

There is a lighting circuit fault in a property with the downstairs lighting circuit. I have tested the voltage and there is 230v on both line and neutral conductors going to the light pendnat although the pendant (any pendant) isnt showing light . no changes have been made to the lighting . there is a pendant in the hall and there is downlights around 12 in total and i have checked the junction boxes for the downlights and there is no loose connections

What are you measuring this voltage with?
You are probably best doing continuity tests.
 
You need to do continuity tests.
As above you shouldn't have 230v between neutral/earth, are you getting this?
 
Measuring voltage is not going to verify to effectiveness of conductors. Have you tried doing an earth fault loop impedance test across line and neutral.
