I find a combination of an adjustable spanner and a universal socket like this:

cover most situations.

i sure i have seen them in store for 20 quid. decent enough looking set.
also the professional ones from halfords are not much more and come with the lifetime g/tee
 
halfords small 1/4 set is Ideal backed up with 13,15,17,19 on a 3/8 set and a couple of 10 13 15 rachet spanners

24,25mm canny mind other sizes iv got about 6 box spanner for 20mm glands in boxes where glandies wont fit
 
i have a draper, 3/8 and 1/4. it's a unique design , as it has a set of "through sockets". these allow to run a nut up say, a threaded rod without the end bottoming in the socket. was about £40
