I am aware that you need the 17th edition 2382 but does anyone know if you need the 2392 or the 2391 qualification in order to become a "competent" domestic part p sparky
 
No, you dont, but you need to show that you are proficient at all aspects of the job.
This includes a good grasp of inspection and testing, as well as interpretation of test results.
