if it's compliant in all other respects, i'd not code it. however, under 18th. all luminaire circuits require RCD protection, so that would warrant a possible C3.
 
If it’s fit for purpose, no signs of thermal damage to the enclosure then why code it anything , Integrity of the enclosures IP ratings not included?
 
We code it a C3 as it is a non-conformance to BS7671:2018 but is not a safety issue.

A note is for something not covered by BS7671.

To not code it you are saying it is not a non-conformance which it clearly is.
 
653.2 The Report shall include the following:
- details of those parts of the installation that have been inspected and tested
- any limitations of the inspection and testing
- any damage, deterioration, defects or dangerous conditions
- any non-compliance with the requirements of BS 7671 which may give rise to danger.

Problem with code C3s, is there is no requirement to either comment or apply them.
 
If It’s a non compliance which doesn’t give rise to danger and fit for purpose then I don’t code these items, a bit like I don’t code red and black colours to the fixed wiring or a cpc identified with the colour green only.

Until January a plastic consumer unit was perfectly OK. Just because the 18th now requires them to be made of metal does not immediately make existing installed plastic ones unsafe or even non-compliant. They were compliant when installed and therefore they do not need coding unless for some reason they are likely to represent a hazard.

If the logic of coding is applied then you would have to code every change since installation - which would be a nonsense.
