1 x 3 gang switch or 3 x 1 gang??

looked at a job today, nothing to do with light switches, but I saw this and took a photo.

I just can’t see why this happened in the first place.

I see some council rewires like this 2 x 1g switches next to each other in the hall and landing for the two ways up and down. Must of been scared of having two circuits in one box

What do all the switches do, is it because they are all intermediates?

Thats the female switch, if you have been married then I know the gaffer tape has been a thought in your mind when the wife went on and on and on about something like washing engine parts in the dish washer......

If I recall, the label (white tape and biro pen) said "Do not switch off"
I didn't try any of them, but at a guess, id say downstairs hallway, upstairs landing and outside light.
