2-pin lamps use a conventional magnetic ballast (not a transformer) - they have an internal starter

4-pin lamps use either electronic ballast (the starting is electronically controlled by the ballast), or magnetic ballast with external starter.

And yes, that one is suitable for the 38W lamp. Just remember you need the 4-pin lamp and lampholder.

Instead of buying the fittings which are quite expensive. Im gona build my own. Just the guts as i dont need the enclosure, just something to mount it on. Its gona be hidden. I need a bright light thats why i thought of having 38w 2d as its bright and compact as well
