Ok chaps, one of my jobs today was an EICR and when I took the cover off the CU I found this.....

So would you code it or simply comment?

just what i was going to say. some numpty sealing cable entry to prevent the spread of fire from a non-metal CU.
 
I think it was one of my college tutors who said there's an ingredient in expanding foam which will degrade PVC insulation over time. It's the same with the polystyrene packaging you get electronic products in; that's why the cables always come in plastic bags - not just to give you something else to unwrap.
 
Some of the early cavity wall insulation was foam (Urea Formaldehyde?), although the stuff I've seen was whiter in colour.

Whatever type it is, it'll reduce the current carrying capacity of the cables, being a thermal insulator.
 
I would have to have a peep on the other side...just in case they "found" the CU,during other work,and decided to play foamy hide and seek:crazy:
 
Scrape some off of the cables and see if there are any signs of the PVC having been affected by the foam.
Also try to see how far the foam extends back if you can at all. There is the question of the added thermal insulation of the foam affecting cable ratings.
