A client currently has a wall switch in the bathroom which is no longer operating, the switch operates on the detection of heat from your hand.

to get around the regulation for wall switches in bathroom they installed a SELV switch which currently sits behind the tilling, you operate the lights by your hand going near or touching the tile in question.

I cant take the tile off as that needs to be done by the tiller, i was wondering if anyone could suggest a replacement unit?

Why do yo need a tiler?
 
the switches that I have used similar to that have had a main unit and a sensor/pad that goes behind the tile. how is the SELV created is this by a transformer or from the master unit controlling the switch? if you can identify a manufacture you may be able to get replacement parts.
 
If you have access above to the light and wiring you could disconnect the dodgy sensor and fit a wireless switch on the front of the tile.
