Would this TT connection point be at the stage where it needs repair? Under UKPN control.

Sorry to be pedantic, but that's not a TT connection point... an overhead supply connection point yes, but just because it's an overhead supply does not mean it's TT earthing.

I would say you perhaps should have had your DNO out to put insulation on the connections BEFORE you put the scaffolding up.

It's hard to tell from the picture whether the rusty ring below the grey tape is in fact metal or whether it is just rusty coloured. If it's metal, it's possible it could be live and the connections should perhaps be looked at by the DNO.

If in any doubt, give them a call and ask them if they could have an engineer come and check it over... maybe include the phrase 'I believe the basic insulation of the cable is visible', that may help speed their response up a little.
 
There are not many (if any) TT earthing connections in Kent, I live in a rural environment in Kent and my supply is TNC-S, what you have shown is not the earthing TT point, but as above the overhead supply.

I would follow SparkChick's advice, but perhaps escalate it too "I believe the basic insulation of the cable is compromised and the conductor is showing"
 
The ovehead is Concentric leading to singles on the wall, so I'd say the item under the grey tape is an insulated connector.

But as above the outer sheath has failed and needs repair and as above UKPN should have been notified to see if they needed to put protection around the cable joint and overhead and too repair the joint as well.
