Never come across these before. This is on the ground floor of block of flats, with each holder for each flat. Thinking it must be a dist board with fuses, but could each holder be just a connection to tails. Ive not actually taken one out yet to see.
 
it's just a cutout with loads of fuses, normally owned/property of the DNO (but not always) something the average electrician generally shouldn't be touching. Why do you need to know?
 
It's a distribution board often installed by the power company and fuses each supply to each flat, often the outgoing of each fuse would be via a meter.
This is very much the same as an old 3phase BS88 distribution board found in your typical factory 30+ yrs ago.

Look up Ryefield boards that is the brand they often used.
 
That is a Henley service head distribution board and as above it distributes power to each dwelling. Where is its cover.

Im adding new circuit to a flat and will need the supply characteristics for the cert. There is a main/main fuse in the meter cupboard upstairs next to meter, but i ryfield i need to mention. Just had a thought possibly the board in pic might not contain fuses as theres one outside hes front door. Its an old block maybe 1950's
 
From its age I would suggest TN-S and you can see a copper strap from the service head but there is a possibility the neutral is connected to earth within that board. Where does the DNO service cable enter.
 
Multi way unit, DNO or BNO owned usually, distributed across 3phase's, the one in picture is 60A me size fuse.
Yep thats what I guessed at initially while looking, the holders are very stiff so didnt take it out. Theres BS88 outside hes front door upstirs on the 4th floor, has no markings on the fuse itself but has 100 on the holder. Its not "normal" to have 2 main fuses to a small flat is it ?? Maybe it was back then when they built it !

Yep that board is directly above the incomer, its TN-S as you say the armoured strap is visible.
