We had some electrical work recently and now have a buzzing noise above the ceiling or in the wall. If the electrics are all switched off the buzzing noise is still there. The electrician says it’s not the electrics as when all turned off the noise is still there. Is he right? And if he is what else could it be?

Is the "buzzing " noise constant or intermittent?

What's turned off? lights and appliances? if so the wires are still live and can even be carrying power to other parts of the house.
If there's a noise even though all the circuit breakers are off then that'd be a bit more complicated.

Does the noise change if you do something, like plugging something into a socket or switching on a light?

All circuits are switched off at the distribution board and the noise is still there. It does go quiet and loud again but nothing significant has been changed
