This perplexed me as I pondered why you ouldput a potential fire hazard under an escape route but then I thought surely that a) the enclosure should be able to self contain /smother a fire within it and b) even without the assumed protection of a), the stairs should be suitably fire rated as an escape route?
 
You may want to consider access though, the required height of installation is to enable disabled or otherwise infirm persons to be able to safely access. That object may be defeated if it's tucked away under the stairs.
 
And it also needs consideration/Hazard analysis/Risk assessment, that the inevitable junk that ends up under the stairs in a cupboard will inhibit access in the case of an emergency.
