Brother in law phoned me, he said he is being passed from person to person about a certificate.

He has had his cutout changed by western power at the request of southern electric in preparation to change his meter. Southern electric are now saying they require a certificate from western power after the alteration.

I'm not sure what certificate this would be.

Any ideas?
 
Southern Electric asked for the Cutout change it's up to them to get a Certificate from Western Power.
If such a certificate exists and is needed then I would have thought Western Power would already have sent one to Southern.

Presumably the cutout was changed after Southern had been there for a Smart Meter install?

I'd threaten to move to another supplier if Southern don't sort it out immediately.

Yes exactly that. Southern came to change meter, said the cutout needed changing (I dont know the reasons why). Western power changed it, he rang them back to book a time to change the meter and they have said they need a certificate
 
Since the DNO don't follow BS7671 exactly, I'm not sure what certificate that would even mean? None of the cutout changes I've arranged for customers have ever come with any paperwork at all, let alone certification. (Though presumably it is logged somewhere).

Could it be that Southern Electric are confusing the issue and asking for a certificate for the house before they connect up the new meter?. I've run into that before where they want an EIC before they'll connect even when the property is still at first fix stage..
